ORDER: 

The Secretary & Chief Executive Officer, (APHER&MC) in his Letter read above, has informed that the Andhra Pradesh Higher Education Regulatory & Monitoring Commission (APHER&MC) in its meeting held on 12.11.2020 has resolved to fix the fee structure for the B.Sc (Nursing), P.B.B.Sc (Nursing), M.Sc (Nursing), BPT, MPT, Ayush, B.Sc (MLT), DMLT & Other Para Medical Diploma and GNM Courses in Private Un-Aided Professional Higher Educational Institutions in the State of Andhra Pradesh for the Block Period 2020-21, 2021-22 and 2022-23. He has furnished the minutes of the said meeting of APHER&MC alongwith the recommendations regarding the fee structure for the B.SC, (Nursing), P.B.B.Sc (Nursing), M.Sc (Nursing), BPT, MPT, Ayush, B.Sc (MLT), DMLT & Other Para Medical Diploma and GNM Courses in Private Un-Aided Professional Higher Educational Institutions in the State of Andhra Pradesh for the Block Period 2020-21, 2021-22 and 2022-23 and requested the Government to issue necessary notification orders in the matter. 

2. Government after careful examination of the matter, hereby issue the following Notification which shall be published in the Andhra Pradesh Extra-ordinary Gazette :

3. In exercise of the powers conferred under Section 7 of Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act, 1983 (Act No.5 of 1983) the Government considered the fee structure recommended by the APHERMC in their meeting held on 12.11.2020, determining the fee structure per annum for the B.SC, (Nursing), P.B.B.Sc (Nursing), M.Sc (Nursing), BPT, MPT, Ayush, B.Sc (MLT), DMLT & Other Para Medical Diploma and GNM Courses in Private Un-Aided Professional Higher Educational Institutions in the State of Andhra Pradesh for the Block Period 2020-21, 2021-22 and 2022-23. 

4. On careful consideration, the Government of Andhra Pradesh hereby notify the Fee Structure for the B.SC, (Nursing), P.B.B.Sc (Nursing), M.Sc (Nursing), BPT, MPT, Ayush, B.Sc (MLT), DMLT & Other Para Medical Diploma and GNM Courses in Private Un-Aided Professional Higher Educational Institutions in the State of Andhra Pradesh for the Block Period 2020-21, 2021-22 and 2022-23. The details of Fee structure in course wise and the colleges are at Annexure-I to Annexure-IX to this order respectively. 

5. The above said fee structure notified by the Government under Section 7 of Act 5 of 1983 for the block period 2020-21 to 2022-23 is subject to the following conditions : 

a) The fee is an all-inclusive annual fee including various fee like tuition fee, affiliation fee, cost of identity card, medical fee, inter college/inter university sports, games & cultural meet fee, computer/internet fee, College magazine and student activities, student health care scheme, student welfare fund, study tour, alumni fund, sports and games fee, examination fee including stationery, maintenance and amenities fee, extracurricular activities fee, development fee, Recognition fee, Common Services fee and other recurring expenditure. 

b) The aforesaid fee determined for the B.Sc (Nursing), P.B.B.Sc (Nursing), M.Sc (Nursing), BPT, MPT, Ayush, B.Sc(MLT), DMLT & other Para Medical Diploma and GNM Courses to the colleges mentioned in Annexure-I [B.SC, (Nursing)], Annexure-II [P.B.B.Sc (Nursing)], Annexure-III [M.Sc (Nursing)], Annexure-IV (BPT), Annexure-V (MPT), Annexure-VI, (Ayush), Annexure-VII [B.Sc (MLT)], Annexure-VIII (DMLT & Other Para Medical Diploma) and Annexure-IX (GNM) Courses for the Convener Quota does not include hostel, transport, mess charges, Registration fee, Admission fee and refundable deposits of library and laboratory fee. 

c) The institutions are at liberty to collect higher fee for the management quota as mentioned in the Annexure-I to IX. The amount so collected shall be utilized for the development of the college, infrastructure and instructional facilities. 

d) The minimum fee mentioned in Annexure-I [B.Sc. (Nursing)], Annexure-II [P.B.B.Sc (Nursing)], Annexure-III [M.Sc (Nursing)], Annexure-IV (BPT), Annexure-V (MPT), Annexure-VI (Ayush), Annexure-VII [B.Sc. (MLT)], Annexure-VIII (DMLT& other Para Medical Diploma) and Annexure-IX (GNM) Courses, shall be applicable for the new Courses/Colleges sanctioned during the block period 2020-21 to 2022-23. 

e) The same fee shall continue for the students admitted during the block period of 2020-21 to 2022-23 till they complete the course. 

f) The institutions whose affiliations are not extended by the affiliating Universities for the academic year 2020-21 are not entitled to collect any fee. 

g) The institution shall not charge either directly or indirectly any other amount over and above the fee fixed in the Annexure-I [B.SC, (Nursing)], Annexure-II [P.B.B.Sc (Nursing)], Annexure-III [M.Sc (Nursing)], AnnexureIV (BPT), Annexure-V (MPT), Annexure-VI, (Ayush), Annexure-VII [B.Sc (MLT)], Annexure-VIII (DMLT & Other Para Medical Diploma) and AnnexureIX (GNM) Courses. If any other amount is charged under any other head or guise i.e. donations, the same would amount to charging of capitation fee and in that case the institution shall be liable to be prosecuted under Section 9 of Act 5 of 1983 apart from imposing appropriate penalty under the APHERMC Act, 2019 and the APHERMC Rules, 2019. 

h) In case of any deviation from these directions, the Commission will initiate serious penal action as per the provisions of the Act and Rules made there under. 

6. The Registrar, Dr.NTR University of Health Sciences, Vijayawada/Director of Medical Education shall take necessary action accordingly. 

7. These orders are subject to directions/outcome of the court cases, pending if any and as per the guidelines/directions issued by Government from time to time.
